The idea of Swachh Bharat in its simplest form was first envisioned to make India cleaner and healthier. Six years since its launch, the same idea has taken confident strides towards creating a sound eco-system of democratic engagement, through Swachhata.
The Swachhata Councillor app is an innovative tool that allows municipal councillors to work more closely and effectively with citizens to resolve issues pertaining to sanitation and solid waste management.
The app is designed to facilitate the councillor’s work by infusing the ease of technology into their jobs. This allows coucillors to directly receive complaints from citizens. Councillors can approve complaints, assign, or instruct respective ward engineers to resolve them and also view complaint statuses in their ward.
For the Swachh Bharat complaints received through the Swachhata app, municipalities are mandated to resolve grievances within a stipulated timeframe of 12 hours to 1 week depending on the nature of complaint and to the satisfaction of the citizen complainant.
Key Features of the app:
1. On the homepage, Councillor can see the top categories of complaints received, brief analysis and trends of complaint posting and resolution, overall complaint statistics (total complaints, open complaints, on the job complaints, resolved complaints, escalated complaints) and track latest complaints posted.
2. Scheduled daily notifications for Councillor and Agency Commissioner at 9:00 AM. Notifications include a complaint dashboard with overall posted, resolved, open, escalated and on-the-job complaints.
3. Councillor receives notifications for a pre-acknowledged complaint, which was posted by a citizen in the respective constituency.
4. Receiving a notification on the updated status of the posted complaint (if acknowledged)
5. Access to data regarding their ward in the “My Ward” tab, which displays information on elected representatives, civic agencies in the city and amenities in the city - Coming soon.
Under the dashboard section of the app, councillor can use dashboards to assess the performance of the ULB. There are seven such features as given below.
1. Status of complaints in Ward/Assembly Constituency/City (open, on the job, resolved, escalated)
2. Number of complaints based on different categories (yellow spots, garbage dump etc.)
3. Trends and analysis of complaints
4. Garbage Free Cities (GFC) data dashboard
5. Click on the dashboard to view complaint list and details
6. Click to view Bottom tab bar from which user can acknowledge a previously posted complaint
7. Comment on the complaint
The app is currently available in English and 9 regional Indian languages.
